Why don't people put their litter in the bin?

Why don't people put there litter in ther bin? because there lazy and don't care.

How can we encourage people to put their rubbish in the bin?

1. You can't just change a kid, it is very hard once they reach adult-hood. Perents should teach there kids wile there still young.

2.another idea is, if you're caught doing the right thing a number of times thay should get a reward or by even a Council member even it it's somthing little like a certifacate.

3. Start a comptition with all the citys in Brisbane reagon.
